In the late 1980s a research team in the then Institute of Education in Singapore developed a computer-aided interactive career guidance software for secondary school students in Singapore:- "Job Orientation Backup System" (JOBS). This R&D project was so successful that it has been running for more than 15 years and was upgraded to a web-based interactive "Orientation System for CARreer" (OSCAR) in the beginning of the 21st Century. The National Institute of Education OSCAR website: http://oscar.nie.edu.sg was launched in October 2004 and closed on 30 October 2009.
The main objective of this project was to develop an interactive computer-aided system to provide career guidance and a comprehensive data base on occupational information. The idea was to use Information Technology (IT) to support the work of the career guidance teachers and school counsellors in the areas of information giving and assessment, thus freeing them to concentrate on the more personal facets of career guidance such as face-to-face consultation and counselling. In 2008, in view of the Ministry of Education's development of an e-portal for education and career guidance, NIE OSCAR's data base of some 300 occupations was transferred to the new e-portal: http://ecareers.sg.
